CPS and DMP in psychiatry: a ground-breaking security project and a solution to the computerized patient record

Points of view | 15 Mar 2012
Point of view by Fabien Aumenier, information technology manager, Henri-Ey Hospital, Eure-et-Loir, France.
Henri-Ey Hospital has long been committed to data security, and has developed a computerized patient record that is accessible by CPS holders. The next step is to roll out the DMP, which will enable data exchange and sharing with other professionals and facilities.

"In 2008, as part of implementation of the new confidentiality laws, Henri-Ey Hospital wanted to standardize use of CPS to make access to its hospital information system secure.

Despite the technical aspects (use of a smart card to connect to a computer), this project proved to be more organizational in nature.

It required the help of several directorates to manage the system users (formal identification, roles, place of work, all managed in real time), for example human resources (for employees) and care management (for students and temporary staff).

The hospital started to see the benefits of this work on the CPS when the new computerized patient record (DPI) was rolled out: all procedures for adding new employees when they start work, and automatic generation of authorization, were already in place.

In addition, as this project was an opportunity to raise awareness of security and confidentiality among all employees, implementation of security policies appeared to the hospital management to be the logical outcome of the project.

Now the DMP is the ultimate outcome of the CPS project, and offers medical staff the chance to use this internal connection method to access information generated by our colleagues in community medicine and other facilities.

Use of the DMP should resolve a problem that arose from use of computerized patient records, in our hospital and in our partner facilities: since Henri-Ey Hospital has increasingly been acting as a member of a team of institutions delivering psychiatric care, those involved will increasingly feed in computerized patient records from partner institutions for patients who may be admitted to our facility at a later date: computerization of a psychiatric consultation record, with a facility for our partners to export this data to the DMP and view it via our DPI, should make it easier to provide continuity of patient management.

Use of the CPS, which has been seen as a cumbersome but necessary internal constraint, will also become a secure and convenient way of working together."
