Through the tasks it has been assigned, and by combining competences, ASIP Santé is now well placed to improve the management of shared health information systems, and therefore to help improve the quality and coordination of healthcare. Its activities are based on the rights of patients (who are now taking responsibility for their own care), and it encourages new, more collaborative professional practices while supporting their development.
ASIP Santé is responsible for the following key tasks :
1. Managing projects delegated to it by its members.
2. Completing and implementing the electronic health record (DMP) provided for in articles L. 1111-14 to L. 1111-24 of France's public health code and, in particular, managing the hosting of the DMP.
3. Defining, promoting and approving a Reference Frameworks Repository (RFR), as well as standards, products or services, to aid the interoperability, security and usage of healthcare and telehealth information systems, and ensure they are used correctly.
4. Managing, within the scope of the assignments delegated to it, national directories and frameworks for identities and associated information concerning health and medico-social professionals, services and institutions.
5. Certifying, producing, managing and rolling out the health professional card and, more generally, handling identification, signature authentication and encryption mechanisms enabling electronic information and communication systems used by health professionals to recognize their identity and professional qualifications, in compliance with the required security and confidentiality conditions.
6. Supporting and supervising public and private initiatives consistent with its objectives, notably in the form of project management assistance agreements, partnership agreements and the provision of services to guarantee the proper use, coherence, interoperability and
security of systems for communicating and sharing health data.
7. Participating in the preparation and application of international agreements and projects related to systems for the sharing and communication of health data when requested by the authorized minister or ministers.
